The second blog symposium on the topic "Parliaments in Wartime" has started:
How can a constitutional democracy be maintained under conditions of war?
In concrete terms, how does a democratically elected parliament work in a country where foreign military forces have invaded and where there are repeated acts of war - with the declared aim of disempowering the current government?
Russia's attack on Ukraine in February 2022 created an unprecedented situation that poses new practical challenges for politicians and academics. The consideration of the resulting problems in practice and the scientific expertise for possible concrete approaches in Ukraine, as well as a general scientific consideration of this largely unresearched situation, are part of this online debate in English.
The debate is introduced with the contribution "Ukraine's Parliament in Wartime" by Yuliia Kyrychenko and Sujit Choudhry.
Many more impulses will follow in the next few days.
